Implemented the appropriate Flow Control for the example aggregate that does
Segmentation, Annotation, and Merging. The FixedFlowController can now be
configured to drop CASes after they have been processed by the merger.
Assigning to Eddie for review since I believe he is the most interested in
actually using a merger.
