True. It does decode UTF-8 correctly, but this is not of much use for

Netscape 3.x does not support UTF-8. There are a special registry you can tweak to see the buggy support of UTF-8
Netscape 1.x and 2.x does not support UTF-8

using the UTF-8 encoding as installed. They set the font for the UTF-8
encoding to "Times New Roman" and therefore display black squares (the
