Andy has been dedicated to the revitalization of commercial corridors 
throughout Philadelphia. He has been extremely helpful to University City 
District and the neighborhoods in West Philadelphia. 
 
Lewis Wendell, Executive Director of University City District and UCD endorsed 
Andy Toy for City Council at the pre-opening party for Dock Streets Brewery. He 
asked the 200 or so guests in attendance to vote for Andy Toy, before giving up 
the microphone so Andy could speak to the cheering crowd. .

Andy Toy for City Council At Large
 
Andy Toy has spent his career working to create opportunities for 
Philadelphians, empowering communities, promoting businesses and building 
bridges between people and neighborhoods.   Andy believes that by working 
collectively and inclusively and valuing our diversity, Philadelphia can become 
a more vibrant city and that city government plays a critical role in 
empowering citizens, communities and businesses to find and seize opportunities 
to prosper.  Andy wants greater transparency in government and access for all, 
not just those with money or political connections.  Most importantly, Andy has 
followed his great grandfather’s motto that “honesty endures”.  He is an active 
community leader and was named one of Philadelphia’s 101 “Connectors” in 2006.  
As a member of City Council, Andy will bring leadership skills, listening 
skills, creativity, honesty, openness, commitment, a hard-working attitude, 
great relationships and a sense of urgency to get things done.
 
Between 2001 and 2006, Andy was a Program Officer with the Local Initiatives 
Support Corporation (LISC), the nation’s largest community development 
organization, working to redevelop neighborhood commercial corridors in 
Philadelphia.  He brought over $2.5 million of national funding to 
neighborhoods and helped to leverage additional resources through 
Pennsylvania’s Main Street and other Programs.
 
As Manager of Special Projects, Business Services Unit and Brownfields 
Coordinator with the Philadelphia Commerce Department, Andy helped numerous 
small and large businesses throughout the City. Andy also oversaw various 
business development strategies as a Manager of Business Development for 
Amtrak’s “Acela” high-speed train.
 
Andy is the proud father Zoey (14) and Owen (12) who both attend public school 
in Philadelphia.  Andy’s wife, Pat, works for the Center City Proprietors 
Foundation and is currently providing strong leadership as the President of the 
Home and School Association at the Albert M. Greenfield School.
 
Andy currently serves on the following Boards: Philadelphia Chinatown 
Development Corporation (Board Chairman); Free Schuylkill River Park (Board 
Chairman); Logan Square Neighborhood Association; Woodrock, Inc.(former 
President); Governor’s Commission on Asian American Affairs, Pennsylvania 
Downtown Center, Girard Coalition, Philadelphia Film Society, Community Design 
Collaborative, Greater Philadelphia Tourism & Marketing Corporation; 
Neighborhood Tourism Network, Philadelphia’s More Fun Alliance, Philadelphia 
Main Street Advisory Committee.
 
His past service as a board member includes: Philadelphia Mural Arts Advocates; 
Community Design Collaborative, Asian Americans United, Philadelphia Bar 
Association Judicial Selection & Retention Commission, Commissioner; Martin 
Luther King Day of Service & Philadelphia Cares Day, Co-Organizer (Greenfield 
School)
