Do any of the bikers on the sidewalk know it is against the law,(in Philadelphia) if you are over the age of 12? Many times when I ask the bikers on the sidewalk at the Farmer's Market to "Please walk your bike", I am totally ignored, or they look at me like there's something wrong with me.
