'Anyone who's unfamiliar with Kromer, he's a member of the University of Pennsylvania Fels Institute of Government. He made headlines this summer when he announced "the next sheriff" -- whoever he or she may be -- should go about eliminating the sheriff's office <http://www.philadelphiaweekly.com/news-and-opinion/phillynow/Waste-Management-Run-the-Sheriff-Out-of-Town.html> and replace it with a sheriff-free system that acquires all tax-delinquent properties in the city and turns them over to "responsible developers."'
