I wonder too whether this sign which says "Avoid
Foreclosure" is

It¹s certainly not a legitimate program to assist homeowners facing
foreclosure.  At best they are speculators taking advantage of the
misfortune of others.  At worst it could be a foreclosure rescue scam, a
predatory technique, as you say, in which the scammers persuade the
unfortunate homeowner that they are going to help the homeowner save their
home, but instead the scammers strip all of the equity out of the house and
the homeowner ends up on the street anyway.  Very common in other parts of
the country, haven¹t seen much of it locally.  More likely speculators
looking to buy cheap.
