"No Parking -- Tree Trimming" signs are posted on both sides of the 4600 block of Larchwood (and I believe other blocks as well). I have confirmed with PECO that they do not have crews in the area and are not scheduled to "trim" (i.e., butcher) the trees in this part of UC until the latter part of 2006. Accordingly, it appears that the trimming is being directed by the Fairmount Park Commission. FPC trimmed trees on 46th Street between Larchwood and Baltimore last year and did a nice job. Hopefully, they will do so again.
