Any ideas what can I do about a dog who barks non-stop and neighbors who talk about my mother's parenting of me when I ask them to keep him quiet? Can I call the cops - will they help? This starts at 6 am. Is there a noise ordnance in Philly before 8 am or so? Who can help - I'm getting ready to
