I am not sure that the residents are at fault.  A year -- or maybe two years -- ago
 when I had a schedule that meant that I walked up
that block around 8:15 AM, I repeatedly saw guys coming to that block with a flatbed truck and dumping
trash around the middle of that block on the north side.  I believe they came on Wednesdays.
 (I reported this behavior to Paul Steinke.)
My schedule has changed, and I have not seen
the same guys recently, but they might still be using it to dump trash from another site.

I have noticed on my walk to work every morning for the past few months that the 3900 block of Pine Street seems to be covered with trash.  Trash is dumped and left there all week long.  Most of the time the trash bags used are old plastic shopping bags which break open and trash is then scattered all around the street.  Is there anyway to either hold the tenants of these apartments accountable or hold the landlords accountable for cleaning up this eyesore.
