I take taxis to and from the airport often and noticed the same thing.
My experience is taxi drivers are very willing to charge by the meter to
the airport from UC, but very unwilling to charge by the meter in the
reverse direction. The explanation that was given to me by the taxi

Definitely the fastest route, but surprising how few cab drivers know it. A few years ago I had to get to the airport in a hurry -- the driver headed down University Ave. to take 76, and the #$%#^# bridge was up. I really had to argue with him

Worst taxi experience I had was when taking 2 friends home. I didn't realize it until we'd dropped off the second person, but he was resetting the meter each time he let someone out so it was an extra $1.80 every time the door closed.

That's really good to know and I know they've never told me this. When you
say it only cost you $15, I assume you mean metered. I only had one cab
who asked me if I wanted metered or flat. Metered was better for me.

Often when a taxi picks me up, they ask if I want the flat fee or mileage. For me, it comes out pretty much the same either way from where I am. I usually take the flat fee now.
