Subject: [phillyblocks] City Council Hearing on Pending Water Rate Increase
On June 9, 2004, the Philadelphia City Council's Committee on Transportation and Public Utilities held its second public hearing to investigate a water and sewer cost rate increase of nearly 43% proposed by the Philadelphia Water Department.
Since then the Hearing Examiner for the Water Rate Increase was appointed and has made his recommendation. The Water Commissioner is expected to make his final decision before the end of next week. The increase is expected to be in the 31% range, over three years, to account for an estimated $220 million request.
Participation in the public testimony for the Water Rate Increase hearings was extremely low. The Water Department held 5 different meeting for public testimony and had approximately 23 members of the public attend ALL 5 meetings.
City Council's Committee on Transportation and Public Utility will give those who were unable to participate -- of which there were apparently many -- an opportunity to be heard.
That Hearing will be the Public's last chance to be heard -- before the Water Commissioner makes his final decision. The Water Rate Increase is expected to go into effect August, 1, 2005.
That Committee hearing will take place on July 14, 2005, at 2:00 P.M., in Council Chambers Room 400.
