Confirmed this exact problem on Dapper, artwiz-cursor 1:1.3-2.
xcursor-themes and crystalcursors (installed with the same command) installed
correctly without any problem.
/etc/X11/cursors/core.theme is located in package xcursor-themes.
The preinst tries:
update-alternatives --set

universe. Which means it was updated since the time you used it.

Looking at doc-central's realese notes, (I really havn't tried to use it ever
since I filed the bug...) this seems to have been fixed (upstream) since
version 1.7 (Breezy currently includes version 1.8.1).
It works on my Breezy, it probably also works on Dapper...

Crash when click to Wastebasket Properties
I tried extracting original artwiz-cursor (1:1.3-2).deb and checked in
control.tar.gz extracted to get preinst script and removed the line:
update-alternatives --set x-cursor-theme /etc/X11/cursors/core.theme
and saved.i also installed build-depends and bdftopcf.now i dont know how to
rebuild
oh sorry i ran the command u posted:
update-alternatives --install /usr/X11R6/lib/X11/icons/default/index.theme
x-cursor-theme /etc/X11/cursors/core.theme 30
now i apt-get installed artwiz-cursor:
