When using update-maintainer on gnome-screensaver (for example, the one
in Lucid):
$ update-maintainer
The Maintainer email is set to an ubuntu.com address. Doing nothing.

Binary package hint: ubuntu-dev-tools
when i run pull-debian-source, a package failed to unpack. an error
tells me to install debian-keyring. When debian-keyrings is installed
everything is OK
so i suggest to put debian-keyrings to Suggest in d/control

This seems to be related to the fact that gnome-screensaver has a control.in
file, and it is what is updated:
$ diff ./old/gnome-screensaver-2.30.0/debian/control
gnome-screensaver-2.30.0/debian/control
$

No, it's unrelated to the fact that gnome-screensaver contains a
control.in. First control.in is successfully updated, second control
fails.
