I don't think the python3 port really brings anything to users of eoan.
The advantage is to us, in being able to pull out python2 libraries from
source packages. And that won't be FFed.

pbuilder-dist will respect an OTHERMIRROR variable from the environment,
if you need to add a mirror. It sounds like you are working around LP:
#371221, so we should rather just fix that.

Switching to Python3 doesn't magically remove all unicode issues in
Python code.
The first bug here is that dgetlp doesn't know about xz files, and a
bunch of other things.
The second one is that error message printing won't work in non-UTF-8
locales.
