The same page (http://packages.ubuntu.com/lucid/python-enable)with those
files should also have a link to the .deb file, bottom left corner of
the page usually I think. You need to choose which architecture you
want.

python-enable package from lucid and just install it locally.

Hardy still has 2.2.3, what are the plans for incorporating 3.0. As far
as I know the API is the same so there should be minimal effect of the
upgrade.
