I have been able to work around this issue with the 'nomodeset' flag:
sudo gedit /etc/default/grub
replace splash with nomodeset
save
sudo update-grub
On reboot the flickering stops. This might help others

The linked duplicate bug is almost certainly the same thing. It is
identical in symptoms and cause to what I was experiencing.

Same problem here, was fine until Update Manager was run a few days ago.
Now have a constant flicking, generally when using the touchpad to
navigate menus or scroll webpages. Makes Ubuntu virtually unusable.
I've used apport-collect as advised to provide all files needed. As I
can't use my laptop

This bug was found during an upgrade from Ubuntu 8.04 to 8.10, so
probably doesn't apply to 9.04. At the time I was reporting so it could
be fixed for others doing this same upgrade. I have since upgraded to
9.04 without VLC problems, so assume this has been fixed in later
releases.
