Seen in one comment in the Debian BTS:
Your build environment is not a dependency of Anjuta - it is part of the base
system that Anjuta can use. It is not Anjuta's fault if the base system is not
properly configured or is lacking development packages. True, Anjuta could do
better at explaining
I am moving this to wishlist severity for now. It would be ideal if this bug
would get submitted to anjuta upstream. Thank you.
