Ok, I went the non-intrusive path, and added pseudoheaders support to
reportbug. See Debian bug #445144. I think that it would be a good idea
to apply that patch in Ubuntu, then to modify submittodebian to add the
tags, and to make it depend on the new reportbug.
What do you think ?

Here is a patch for submittodebian. I haven't tested it, since an
updated reportbug is needed first. But you get the idea. I've set the
release to hardy: it's better than having to remember to set it to
hardy later :P
