Hello,
padevchooser is refusing to start because it relies on Avahi to provide
some network services discovery.
The reason Avahi is not working is explained here:

My network provider is using .local domains:
* Starting Avahi mDNS/DNS-SD Daemon avahi-daemon
* avahi-daemon disabled because there is a unicast .local domain
and I get an

In my installation of Ubuntu 8.04, there was no startup link between
/etc/init.d/avahi-daemon and my default runlevel directory /etc/rc2.d/
therefore padevchooser would fail to start with error message as

PS Oops I recall that I previously disabled avahi-daemon, and so the
issue noted by others is in all probability a different one.

avahi-daemon won't start if .local is defined in dns, which causes
padevcooser to not start

I am pretty sure this has something to do with enabling the network
access and discovery via paprefs.
