I can confirm this (the missing vbox.cfg on intrepid).
I got into this situation after installing the proprietary version of
virtualbox (which removes virtualbox-ose). After some time i decided to
move back to virtualbox-ose and suddenly couldnt start VirtualBox
anymore :D

I too have this problem. /etc/vbox.cfg is missing, even with a reinstall of
virtualbox-ose, after doing a complete removal.
This is happening on Intrepid, fully updated.

The modules should be available for amd64, too.
But AFAIK they are not in sync currently on Hardy. See bug 303199.
I tend to mark the bug as invalid, or rather as duplicate of the "modules
should get installed automatically" bug.

I added the modeules to my VM, and it worked. However, i havent tried it on my
laptop yet. My Laptop`s processor is AMD64 could that be the issue.
