I would say this is fixed now, powerdevil working nicely on my system
now.

I've done some more investigating here. There seems to be a problem
related specifically to loading Powerdevil at startup and it is
especially apparent if I am also running the Battery Monitor plasma
applet.
If I set Powerdevil to autostart when I log in, wait a while after
