Doesn't icewm-session start the task bar? The bar should show up anyway, but
icewm-session might be a work-around. Another work-around might be adding the
lines,
ShowTaskBar = 1
TaskBarAutoHide = 0
TaskBarShowStartMenu = 1
to ~/.icewm/preferences or ~/.icewm/prefoverrides
These are all
icewm | 1.2.37+1.3.4pre2-3 | karmic/universe | source, amd64, i386
icewm | 1.2.37+1.3.4pre2-8 | lucid/universe | source, amd64, i386
Have you tried building lucid's source package in a karmic
pbuilder/sbuild/schroot? (See http://packages.qa.debian.org/i/icewm.html
for the changes
I've tried AMD64 platform too and I can't start icewm using
startx /usr/in/icewm
startx /usr/bin/icewm-experimental
Login with kdm doesn't work either.

I've tried to start icewm with startx (as I did successfully with
fluxbox) but without any success. Package seems to be broken.
