i think your measurement isn't too far off. Some rough numbers CPU 8W, non-mobile G945 Chipset 8W, memory 4W, drives spinned down 6w, cpu fan 1W, PSU fan 1W. Total 28W Which PSU do you use? Does it provide ATX plug? or does it provide 12V and a voltage converter? What is the rating (in watts) of

did monioring using VOLTCRAFT (quite precise tool to measure power consumption) "normal" mode - ~63W minus 1 HDD by executing /sbin/hdparm -Y /dev/sdb ... - ~54W minus 2 HDDs # ~ 46W (but drive spin up less then in a minute) coming back to 54W Atom does not have posibility to reduce CPU frequency
