I worked myself through the 'man of wpa_supplicant.conf'
(https://w1.fi/cgit/hostap/plain/wpa_supplicant/wpa_supplicant.conf).
The options I found most promising were:

I'm running PcP on a PiZero as a client.
There are 2 servers available running the LMS.
I set up the wpa_supplicant.conf for multiple networks and assigned
different priorities for the Zero to connect to.
This works, but if the primary WiFi is lost, the Zero will not connect
to the other

When shutting down the mobile AP, the client running PCP will not
connect to any other wifi net nor will it reconnect to the
mobile AP when it comes back online.
I waited a couple of minutes for it to reconnect but it's not.

I shut down the mobile AP unintentionally before shutting down the
client.
Then I fired up the AP again to shut down the client and wasn't able to
connect to the client.
I suppose it must have connected to the next available, low priority net
if it is like you say.
