*Justification: *

The Ohio Disease Reporting System (ODRS) will be implementing two
significant enhancements between October 2009 and June 2010. The first
project involves automating data feeds from ODRS into the HIV surveillance
application (eHARS). This will be accomplished by first extending Electronic
Lab Reporting (ELR) to include HIV data and second, by building data
extracts from ODRS into eHARS. The second project will involve changes to
both ODRS and ELR to accept electronic reports of Healthcare Acquired
Infections (HAI) from a pilot group of hospitals in Ohio. In addition, a
link will need establish to report this data to the National Healthcare
Safety Network (NHSN).

*Qualifications: *

The Application Developer candidate that is selected must have 3+ years
experience with C# .NET and Enterprise Web application development projects.
The programmer must have experience in developing n-tier web based
applications and understand the full Software Development Life Cycle (SDLC).
The programmer that is selected must have experience working with large web
application development efforts and possibly have experience working with
end users to gather requirements for new and/or enhancements of an existing
system. The candidate must be a highly motivated self-starter with the
ability to work within deadlines. This position requires the ability to
deeply understand, develop and document granular business issues. This
candidate should be a self-sufficient and highly effective at managing time
and be able to be an effective team player. Knowledge of Rational Unified
Process and Agile development methodologies preferred. Previous experience
with developing disease surveillance and/or electronic lab reporting systems
is a plus. The programmer shall conduct knowledge transfer sessions to state
staff members in order for state staff members to obtain long term goals.

*Responsibilities -- .NET Application Developer: *



 Develops C# .NET middle tier objects such as data access, business logic
layers, etc.



 Develops in Microsoft Framework 3.5



 Develops  elements using ASP.NET, AJAXpresentation tier



 Extensive  XML, XSD, XSLT, XPathexperience using



 Working  standardsknowledge of HL7



 Design and  Class, Use Case and Sequence diagraminterpret UML,



 Writes data  interfaces to a SQL server databaseaccess code that



 Writes SQL stored procedures



 Write reports  reportingutilizing SQL



 Write SSIS  support data migrationpackages to



 Participates and/or lead code review sessions



 Documents software through detailed source code comments



 Assist and mentor lower level .Net web developers



 Tests .NET architected systems



 Be able to work independently with minimum supervision



 Abide by and promote project development standards
