Role: Lead Mainframe Developer Duration: Above 4 months Location: New York, NY Interview: Face to Face Only Local Candidates with GC/EAD-GC/USC SCOPE OF SERVICES: The New York City Department of Transportation (DOT) is looking for a Lead Mainframe Developer who has hands-on development expertise in COBOL/CICS, considerable experience in legacy migration/transition projects and familiar with Windows/Web-based application development, to work for the Sign Information Management System (SIMS) Program, an initiative to modernize/redesign/migrate the current Mainframe-based city-wide street sign repository to a web-based, GIS-enabled asset management system. Programmer will be responsible for the extremely complex STATUS (Sign Traffic and Accident Terminal User System) application. STATUS is a mission critical DOT application composed of both a large on-line (CICS) and a large batch system. STATUS keeps track of all the traffic signs in New York City, their street location, their history, and their installation and repair record. The on-line component of the system is made up of over 100 large and complex modules written in CICS COBOL II and BMS. The batch component is comprised of over 300 COBOL II programs. This application is utilized by Borough Engineering, Planning, Highway Design and Construction, Bus Stop Management, Parking Meter Management of the DOT and other City Agencies. · Perform maintenance and customer support for MVS/VSAM based COBOL/CICS Mainframe applications. · Perform updates and maintenance that ensure printer usage and performance for STATUS clients. · Assist in root cause analysis and resolution of problems. · Manage Mainframe application access and security for different user groups. · Coordinate changes needed for Mainframe connectivity with all responsible parties. · Prepare scheduled/ad-hoc data dumps from Mainframe applications. · Export Mainframe data to relational databaseformats such as MS-SQL Server, Oracle, MySQL, PostgreSQL or DB2. · Prepare and maintain technical documentation for existing Mainframe applications. · Identify and document business rules and processesby analyzing Mainframe application code. · Provide a STATUS Best Practices document that will be used as SIMS reference and STATUS support/training material · Provide support to the SIMS project with regard to city location databases and programming interfaces (GOAT, LION, etc.). · Participate in project planning sessions to analyze business requirements. · Participate in and contribute to application/data migration planning. · Participate in all phases of the project life cycle. · Work closely with the QA teams, Business Analyst teams and Project Management teams. · Participate in status meetings. MANDATORY SKILLS/EXPERIENCE: · BA/BS Degree or equivalent, in a technology related field or other degree preferred. · Basic familiarity with Mainframe systems and IBM z/OSinternals. · 6-8 years of hands-on development expertise using COBOL/CICS/JCL on MVS/VSAM based Mainframe systems. · Exceptional written communication, oral presentation, and leadership skills. · Ability to develop business requirements and estimate for delivery commitments. · Experience with TSO/ISPF, WebConnect, VTAM/SNA and RACF security. · Experience in workload processing and system performance metrics. · Familiarity with at least one relational database management system (MS-SQL · Server/Oracle/MySQL/PostgreSQL/DB2). · Familiarity with Microsoft Client/Server and Web-based application development. · Strong analytical, decision-making and problem solving skills. · Willingness to learn new technologies in order to perform tasks at hand. · Proficiency with Waterfall, RUP and Agile SDLC processes. · Team player who can establish excellent working relationships with peers and other teams. · Utilize application development environments, tools and methodologies across multiple platforms. · Experience using Microsoft Office Applications. DESIRABLE SKILLS/EXPERIENCE: · Technically proficient in more than one language and platform. · Experience in ADABAS/Natural legacy Mainframe systems. · Development knowledge on Microsoft .NET or OpenSource technologies. · Expertise and knowledge of building large-scale asset management systems. · Experience with version control and release management principles. · Prior experience in federal/state/local government projects.
