SCOPE OF SERVICES:

DOHMH is planning and working towards building a new platform for Electronic 
Vital Events Registration named eVital, it is a mission –critical enterprise 
application used for the registration, correction, archiving and issuance of 
NYC Birth & Death certificates.

This role will report to the business owner and serve as an operational liaison 
during all phases of the eVital Implementation with ownership of project 
artifacts 
necessary to facilitate business operations, training and system roll out.

The Business Analyst will perform the following tasks including but not limited 
to:


• Acquiring knowledge of day-to-day business operations quickly
• Documenting business process and developing functional requirements
• Collaborating with the technology delivery team during requirements, 
wireframes, 
mockups phases by assisting in creating process maps.
• Responsible for developing the user oriented project deliverables like UAT 
Use cases, Training manuals, Job-aids, Training end-users, Operational 
Readiness 
Document etc…
• Responsible for moderating and managing large hands on training sessions.
• Responsible for coordinating User Acceptance Testing sessions, Pilot User 
Work Group sessions.
• Responsible for smoke testing (preliminary testing) prior to User Acceptance 
Testing.
• The candidate should be able to interact and communicate effectively with 
a wide variety of technical, functional and management staff.
• In addition, the candidate should be able to collaborate with Subject Matter 
Experts within business and technology partners like business analyst to 
establish 
the operational vision and analyze tradeoffs between training and staffing 
needs.
• Responsible to guide the other Entry Level Business Analyst on process 
documentation 
and training. Responsible to report status including the work of the other 
Entry Level Business Analyst.

MANDATORY SKILLS/EXPERIENCE Note:

 - A minimum of 5 years’ experience gathering and documenting operational 
documents 
for technology projects.

- A minimum of 3 years’ experience working with large teams of business users 
to implement technology system by assisting them on the operational planning, 
training and roll out.

- Knowledge of technology especially web based applications.

 - Experience planning and conducting User Acceptance testing. - Experience 
planning and conducting Pilot User Work Group Sessions. - Experience planning 
and conducting User Training.

- Excellent oral and written communication skills - Good interpersonal Skills, 
Problem solving skills & Time management skills - Demonstrated proficiency 
in organization and communication

- Ability to understand, in detail, new system capabilities and functions

- Ability to assess task durations and provide staff guidance. - Ability to 
manage people to ensure they meet their deliverables

- 5 or more years’ of experience using MS Visio, MS Power Point, MS Word, MS 
Excel - Strong analytical skills in the area of process automation, technology 
integration.

DESIRABLE SKILLS/EXPERIENCE:

- Knowledge of business process around vital events (registration, management, 
archive and analysis)

 - Experience working within Payment Processing Business process

 - Experience working within Online Order Management Business process

 - Experience working with government agencies preferably NYC
