services of existing databases.
- Provide professional, analytical and technical guidance.

- Assists with management of database, including query writing and
database maintenance
- Assists with all facets of design, development, testing and
transition to the production environment
- Programming in a complex Oracle database and application
development environment
- Tracking applications and determining when upgrades, updates,
and/or replacements are necessary as well as determining cost impacts to
DEQ when changes are required to existing application and proposed new
development
- Research database problems, perform testing, develop solutions and
provide adequate documentation of these activities

*6.0 Scope of Work*
The scope of work is for maintenance and enhancements within the WUTMB
sections of CEDARS, as well as any data base work to facilitate
e-government service projects, including but not limited to:
· *Asbestos Control Program work*
- Modify fee structure
- Enhancement/Maintenance of the forms and reports to capture fees
and reciprocity
- Enchance and maintain Forms and Reports to capture the following
changes:
- New fee structure
- Program rule changes
- Reciprocity/Accreditations
- Improve the Accreditations process while working with Montana
Interactive to improve the online Accreditations procedure
- Field inspection interaction between tablets and Oracle database
- Reports to be determined after all the rule changes have been
implemented
· *Meth Cleanup Program work*
- Continue work creating Meth tables
- Online certification of meth contractors
- Creation of meth letters, reports, and certificates
· *Hazardous Waste Program work*
o Improve the Yearly Processing procedure to make more streamline and
effective
o Update Yearly Processing function to also include RCRA as well as
o Systems Interface Application (SIA) for Invoicing
o Year End Reporting
o MY RCRA ID
o Intergrate EPA’s MY RCRA ID into/with DEQ CEDARS and RCRA Info
o CROMERR compliant
o Provide secure login and data submission
o Come into compliance EPA CROMERR policy
· *Motor Vehicle Wrecking & Recycling Program work *
- Develop and enhance reports for the County Grant Details
- Develop and enhance invoices for the County Grant Details
- Intergrate into SIA if needed
- Field inspection interaction between tablets and Oracle database
- Direct haul contracts added to CEDARS
*Solid Waste and Septic Pumper Programs work*
- Generate licenses and invoices
- Move into the WUTMB cataloging system
- Move ground water monitoring into CEDARS
- Develop response letters for groundwater and methane monitoring
results with ability to customize/add additional narrative when necessary
- Modify the visit screen for Solid Waste facility inspections
- Develop an inspection report based upon the visit screen
- Develop a ‘due by’ report to track compliance dates for required
corrective actions identified during field inspections and desk audits
- Develop financial assurance mechanism tracking feature
- Fix/update groundwater monitoring constituents list of values
- Develop staging tables necessary for online license renewal for Septic
Tank Pumper (STP) and Solid Waste
- Develop staging tables necessary to allow online submission of
groundwater monitoring data
- Develop report for groundwater data extract from CEDARS for
statistical analysis
- Generate STP disposal records from CEDARS
- Various reports to be determined
- Payback to counties
*Underground Storage Tank program work*
o Database enhancements for Tracking, Remediation and Environmental
Action Data System (TREADS) database
o Develop and enhance any tables, indexes, views and functions
o Provide analysis of tables, reports, forms
o Provide analysis for data conversion and migration
o Form enhancements
o Report correction and creation
o Tablet interface for field inspections
o Risk Assesment forms and reports
*Recycling Program work*
o Provide Analysis to determine the best fit for the program to be
intergrated into CEDARS through:
o Tables, reports and forms
o Develop and enhance any tables, indexes, views and funtions
o Analyze and develop tables, reports and forms to track Recycling data
