My friend Mark was, as usual, right. While in the stack as such and in the Windows compiled version it was enough with
put "binfile:"&aType&"/"&aLaw&".gz" into newLaw put the decompressed of URL newLaw into aNewLaw in Mac I have had to include in newLaw the full path of aLaw in my server. Mystery solved but funny, anyway, those different results.
