I had the idea from a simple Windows application called IPMsg
(http://ipmsg.org/index.html.en). I wanted to make my own but somehow, I'm
having a problem thinking up the concept of how to make it work. Can anyone
help me get the logic?

For a LAN try broadcast UDP to 255,255,255,255. There is no signup,
