strange message watcher window

I'd not used the Message Watcher until this morning. I was a bit surprised to see the Clear button on top of what seemed to be a data entry field, and the data entry field lying on top of the Suppress button. Am I being too picky, or misunderstanding the UI? www.jonbondy.com/rev.jpg :) Jon
