I am using Ambari version 2.1 and I am not able to stop and start services
now, every service is in red and giving me below error Can somebody guide
me how to resolve this issue?

Click on browser's inspect element at that stage, see what errors you get.
Here are some pointers that may help you:
1. Ambari : Check the configurations for hbase. Revert to the last working
version if it has been changed recently.
2. Without assuming, you may want to revalidate connectivity to all nn and

yep, I'd go to database and start deleting those records, check
hostcomponentstate,
hostdesiredstate, servicedesiredstate and I believe servicecomponentstate.
You can take a backup of the database if you're concerned.

JDBC properties are correct,
Config file is present,
And also try running it manually with the -verbose and -dryRun options,
