Been a while but I'm pretty sure that their API can't handle host names that
have the port number specified meaning you have to host the request on port 80:
http://mysite.com/ecommerce/control/payPalCheckoutUpdate
Took me a LONG time to figure that one out.

As far as I understand paypal would invoke this URL to calculate shipping
charges.
