Looks like OFBiz has most of the core pieces you need to pull this off without too many headaches, but as usual with OFBiz, you’ll need to tweak it some. :-) OFBiz has support for unique product codes per promotion. These can be generated automatically by not passing the code to the service.

It’s worth spending some time and combing through the wiki. Unfortunately it’s only kind of organized so there are some gems buried in there. I know there have been some efforts to consolidate everything but it’s always tough to get any community like this rolling in a single direction.
