I can't answer your Tomcat question at the moment. 
 
Regarding setting the administration password, our Docker startup scripts 
needed to address a similar task. Please see the load_admin_user shell 
script function here -

The function generates a random salt, encrypts the admin user's password 
from an environment variable, writes the encrypted password to an XML file, 
and then loads the XML file as data. 
 
You can probably use the load_admin_user function, with some modifications, 
to meet your requirement for applying a randomly generated admin password 
to a system at startup.
