But why can an order get approved when it has not been paid for?
I create an order to be paid by a party's financial account, the balance is
enough, but their order can be approved and the amount will not be
withdrawn from the account automatically.

There used to be a workflow for order approval in OFBiz based on the old OFBiz
Workflow Engine and with custom screens for managing approval steps. I guess it
wasn't used very much (if at all over the last 5 years), and has since been
deprecated and removed.
