According to your screen-shot your user is group admin
i.e. you set this user to be group moderator
remove this right and this menu will disappear

A new user created by OM has only DASHBOARD, LOGIN and ROOM rights in
his profile, there will not be any 'ADMINISTRATION' tab by default
unless the admin adds them, however, there is no option to add 'USERS'
or 'GROUPS' AFAK.
