We upgraded from storm 0.9.4 to 1.0.2 and started seeing higher ui load
time as well. The only thing we increased during the upgrade was the
zookeeper cluster size so it could be a possible cause.

Sounds like you've hit some scaling bottleneck with Storm. I've never
tried running nearly that number of topologies.
