I noticed in the final example on the page
http://struts.apache.org/2.3.1.1/docs/sitemesh-plugin.html
that the order of configuration in web.xml there is StrutsPrepareFilter
then StrutsExecuteFilter and
then SiteMeshFilter. It used to be important to have Sitemesh between
Prepare and Execute.
Check filter-mapping section, not declaration of filters itself
