IMHO, if u want/have to use JSF: Seam Framework is, of course, your best option. With or without EJB, u can also implement the Persistence in a 'FullState' fashion. And about the issue of 'EJB': even it(EJB3) been lighter (then prior versions) and easy to use, the choice of EJB is argumented ONLY
