I see new options in ACS 4.4.x - VPC offering - althought I managed to make
use of it (as it is required by default) - I really don't fully understand
why was this option introduced.
Main queston - what is the difference between VPC and Network offerings - I
understand what network
Not sure what to advise. I would take those errors to the dev mailing list, it
will probably ring a bell to someone.

THe previous error happens - if you remove the Global settings value
for vm.network.throttling.rate - so if the value is empty - VM failes to
deploy

We are currently testing out CloudStack and continue to run into issues.
We have a physical server with CS management running on it two hosts using
1 drive as an OS and the remaining 3 drives per host as a Gluster volume.
If we run the install of CloudStack per the guide, and
VPC offering was added in 4.4 to use sdn service in vpc. i.e. implementing
networks using GRE tunnels in vpc instead of VLAN based.
