In my cloudstack management interface i see only 1 primary and one
secondary ( ssvm )
Yes, i run with local storage (KVM)

Are your hosts with UP status?
Other things I would check:
agent.log and libvirtd.log on the hosts
Run this in the Sec Storage VM: /usr/local/cloud/systemvm/ssvm-check.sh

Live migration between Hosts with their own primary local storage works totally
fine with ACS 4.5 and XenServer 6.5. I tried it not only between hosts within
the same cluster but also between hosts belonging in different cluster. The
same concept works fine also with ACS

afaik, this is wrong. I've done that w/ acs 4.5 and xenserver 6.5.
