We are using CloudStack 4.2.0 with KVM hypervisor and Ceph RBD primary
storage.
Since earlier this month, we encountered a strange problem where we cannot
deploy new VM from any template which are newly created. Deploying VMs from
existing template still works.

I have a private network I have no public ips.
I have guest and public network configured as 10.3.6.x and 10.3.5.x.
I am using advanced zone networking.
I have my router that does nat on 10.3.5.1 and 10.3.6.254.
My vm get an address in the range 10.3.6.x and I see that ip 10.3.6.1 is
