Can you do as I suggested please, vm on KVM vs VMs in DB - if zero VMs on KVM, then see if you can delete all VMs on ACS via GUI or DB. Then restart mgmt and enable the zone and give it some minutes and if problem persist, please share mgmt logs (please do so via pastebin or similar)... And answe
