No commands are needed nor possible. Do you have at least 1 alive host (hypervisor) where these could be created? Can you confirm if you systemVM template is in Ready state ? If possible, it won't hurt to restart mgmt server and then proceed with troubleshooting. btw, what ACS version, what hyper
