Even when all Isolated network offerings are disabled - there is still a
button (I even tried Internet Explorer on Windows 10) but it does nothing
when clicked on.

see 3 buttons in 4.11+ Guest network, Isolated network and L2 network.
You can NOT add Isolated network to other user's VM (i.e. that becomes your
own network once you create it as an admin) - but you can operate and
create
Admin should also be able to add private isolated network to a VM. All my
VMs are created by admin. The issue is that default isolated network
offerings are not shown in the list.

Isolated network is the other thing, admin creates offering, user create
the network as "Add Isolated Network"
that's it. VPC = many Isolat
DefaultIsolatedNetwork is not disabled but when creating a guest network,
only shared network offerings are available.
