yes, you can edit the URL in the vm_template table for that particular
template, and host a web server in your management network - make sure to
define "secstorage.allowed.internal.sites" global setting to cover the IP
from of that internal web server
Then reboot your SSVM so it tries to
+1 on what Sergey wrote.
Restore the DB (drop the DB, do NOT simply import from backup over the
existing "cloud" DB), then try the upgrade again - all works fine as long
as there are no DB hacks you've possibly done previously, that would
interfere with the upgrade scripts.

It does download the default template from internet. So make sure you have
proper internet reachability on your secondary storage VM.
It downloads the template and put under secondary storage as all the templates
are stored in secondary storage.
