Make sure that your public IP range is accessible from your system where
you trying to get console.! Also state should be UP for both system VM.

I Can't get Instance Console and System VM's Console access But System VM
(Console Proxy and Secondary Storage VM) is working fine. I just deployed
cloudstack 4.14 in the test environment.
Please find the attached files and anyone please suggest or is there any
way forward?
