Ok. I reseeded the SystemVMs and reinitialized the management server using
cloudstack-setup-management. I noticed the zone was not enabled. Enabling this
allowed the system to attempt create SystemVMs.

I am trying to start Cloudstack 4.15.1.0 but cannot get the SSVM to launch or
even recognize that there is storage. (I'm running Ubuntu Server 20.04, the
management server is on a virtual machine and the primary storage is on a ceph

my installation was broken, I had to re-create the zone. First time I
create the zone got an error message complaining about primary storage.
after fixing liable in XenServer, re-create the zone SSVMs worked
properly.

Does the SSVM can connect to the management-server port 8250 ?
Can you verify inside /var/log/cloud.log. on the ssvm ?

Got a problem like that because xenserver were unable to mount the
secondary storage nfs share.
