I have tested this multiple times with a multi-node kvm cluster. When you kill
one hypervisor (and it will not come back) then HA kicks in as expected and VMs
with HA but set are started again. Quite sure all versions since 4.6 work fine,
most likely older versions as well.

I just installed a new ACS 4.8 with Vmware, but i'm not sure why i
get "No such file or directory" non of the system templates were created.

Is the SystemVM template seeded properly ? Is the routing-8 template present in
the secondary store (templates/tmpl/1/8 )? If Yes then please check permissions
as mentioned below.
Can you just check the permissions for the templates folder in secondary store.
It should 777 for VmW
